Ibhayi: Pioneering local manufacturing through enterprise development
Published: FY2025

In September 2024, Roxane Titus’s entrepreneurial journey reached a key milestone with the launch of Ibhayi Footwear in Gqeberha, Eastern Cape. This venture marked a significant development in South Africa’s manufacturing landscape, robustly supported by Pepkor’s enterprise development and supplier development programmes.
Enterprise and supplier development: a strategic foundation
The inception of Ibhayi Footwear was facilitated by a strategic R12 million loan, part of Pepkor’s comprehensive initiative to nurture black-owned businesses and revitalise local industries. This loan, apportioned between capital expenditure and working capital, was critical to establishing the operational backbone of Ibhayi. The enterprise development aspect focused on equipping Ibhayi with the financial resources to secure advanced manufacturing technologies and sustain initial operational costs. Concurrently, supplier development efforts aimed to ensure that, once operational, Ibhayi would integrate smoothly into Pepkor’s supply chain, providing a steady pipeline of locally manufactured footwear to Ackermans, a Pepkor subsidiary.
Local production and product range
Set to commence production in early 2025, Ibhayi’s facility is gearing up to manufacture a variety of footwear, including stylish veldskoen and comfortable flip flops, targeting the summer 2025 collection. The production strategy incorporates advanced low-energy machinery and processes that align with modern sustainable manufacturing practices, setting a new standard in the local footwear industry.
The visionaries: Roxane Titus and Vida-Ann Smith
At the helm of Ibhayi Footwear are sisters Roxane Titus and Vida-Ann Smith, who bring a wealth of experience from their involvement in Cobbler & RV Footwear since 2018. Their journey in the footwear industry has been marked by a deep commitment to quality and innovation, with a clear focus on expanding the potential of local manufacturing capabilities. As black women entrepreneurs, their partnership with Pepkor is not just a business arrangement; it is a powerful statement in support of diversity and empowerment in the corporate world.
Sustainability and innovation
Ibhayi is actively exploring the use of Phthalate-free and PVC-free materials in its production processes, reflecting a proactive approach to sustainability. This exploratory phase is crucial as it aligns with Pepkor’s broader sustainability goals, which include reducing environmental impact and fostering responsible production practices across its operations. The decision to prioritise sea freight over air freight for necessary imports further underscores Ibhayi’s commitment to reducing its carbon footprint.
Economic impact and community development
The establishment of Ibhayi Footwear is expected to have a ripple effect on Gqeberha’s local economy. By tapping into the local workforce, Ibhayi contributes to job creation and skills development, providing the community with sustainable employment opportunities. A manufacturing unit in the region fosters a micro-economy, boosting local businesses and services. As Ibhayi Footwear moves towards its production phase, its impact is projected to extend beyond just economic metrics. The initiative is set to become a model for how local manufacturing can adapt to global sustainability standards, contribute to economic empowerment and lead community development.
